There are two Collaborator roles - Editor and Reviewer. The Editor can directly edit a Learning App, but a Reviewer can only look at the app.

These permissions are granted on a per-app basis and do not override the main user permissions. For example, App Authors cannot publish apps, only App Publishers can. So, if you want your Collaborator to be able to publish, make sure they have the App Publisher permission.
