Community Managers can create sub-communities from the Community Manager page. 

First, select Subcommunities from the Org Structure drop down menu:

Then click the blue Create New Sub-Community box.

Finally, choose a Name, find the Admin, select the Community Type, then click the blue Share&save box to create your new Sub-Community
